in class action settlements, or actions taken by the government against those who have stolen or defrauded unknown parties, the restitution must be paid in as close a way as possible to the group actually effected.
ex. if a company making slot machines has cheated on their probabilities, their restitution would go to the gamblers at large of the main cities in which their machines were used.
