HBL-A0011 - Establish Distribution and Control of Universal Addresses

each person gets 10 universal IP(type) addresses of which one is set aside for profession purposes, one for education, one for medical, one as a default, and the rest to be determined by them. Ownership of these addresses is vested in them so long as they shall live and may not be transferred. Upon death a reasonable amount of time will be allowed for their heirs to collect any data available through said addresses, after which they will be returned to a common pool. They will not be redistributed until a reasonable length of time to ensure they won't be accidentally still be used as through they were for the original owner.
