HBL-A0028 - Balance Disparate Debt Types

(formerly HBL 663)

...be it resolved that:

only debts which can be given a specific monetary value can be balanced against each other without willing consent;

Purpose: to prevent the unwarranted balancing of dissimilar obligations according to a single monetary value which can be both complex and problematic if even possible; also to ensure that the values given to disparate obligations be fairly weight without a blanket rule or protocol which doesn't account for those differences.
